This proposal will be useful for tagging COVID-19 testing sites, since often they are just collecting a nasal swab or a blood sample, and not actually running the test right there.
It will also make it possible to tag the location of a phlebotomy room in a hospital or clinic building, where blood is drawn or other samples collected, but it is then sent to a different building which actually does the test (the healthcare=laboratory feature).
