Request for script

We've got quite a few map tiles on the bandnet server, that would be good to
have on the dev server.

A copy script would need to
(a) create URLs (1) asking bandnet what tiles exists in an area
   -- preferably for areas that don't already exist on dev, see (2)
(b) downloaded any files in that list
(c) rename them to tile_z_x_y.png,
(d) put them in a zip files of about 2MB per ZIP
(e) uploaded the result to dev using an existing upload script (3)

(2) seems to produce false positives i.e. for 2047 1362

maybe it should filter for empty tiles as well?
