I am not sure if the transparent flag has a meaning in overview maps, but it is not set in r2998. The attached patch for trunk changes this.

Thanks for your help Gerd, but it didnt solve the problem.
With some workarounds I can live with this issue though.

Your method works.
First create the map without --transparent and install it in Mapsource.
Then set the transparency flag on the img with gmaptool.
This method doesn't show the ovm lines underneath anymore.
